This bill amends the Capital Facilities Debt Enabling Act to update the requirements for the administration of redevelopment assistance capital projects. It specifies that for construction projects with total costs under $25,000, the only requirement is the solicitation of a minimum of three written bids. However, for projects exceeding $25,000, the bill mandates that bids must include provisions for workers to be paid at least the prevailing minimum wage rates as determined by the Secretary of Labor and Industry under the Pennsylvania Prevailing Wage Act. Additionally, all construction work must comply with the Steel Products Procurement Act.
Furthermore, the bill introduces a new subsection that classifies redevelopment assistance capital projects as public works, making them subject to the Pennsylvania Prevailing Wage Act in its entirety. This classification applies regardless of whether separate contracts or phases are utilized, as long as the work is consecutive or contained within the same project site or structure. The act is set to take effect 60 days after its passage.
