Currently, local municipalities are required to pay for the installation and maintenance for signals on state roads.  This practice gets particularly expensive in problematic areas where two state roads intersect. Unfortunately, this has resulted in a system that forces our local governments to subsidize state infrastructure.
 
I’m joining Representative Ryan Warner, my colleague in the House, by introducing a companion piece to his HB1838.  This legislation would require PennDOT to assume responsibility for all traffic signal costs on state highways.  The bill will also include a reasonable proportional cost sharing provision for intersections involving both state and municipal roads.
 
This policy change will strengthen local budgets, improve infrastructure accountability, and ensure that state highway safety improvements receive appropriate state funding.
