Everyone deserves safe housing, reliable energy, access to digital tools, and protection from the growing impacts of climate change. Yet too often, communities across the Commonwealth struggle to fund the upgrades and projects that would make these basic needs a reality.
 
Pennsylvania already operates a State Infrastructure Bank (SIB), which provides low-interest loans to finance transportation projects. While this program has been an important tool, it is limited in scope. In today’s economy, we need to think bigger.
 
That is why I will be introducing legislation to expand the SIB so that, in addition to transportation, it can also finance:

Housing retrofits that make homes more energy-efficient and affordable.

Clean energy projects that reduce costs and pollution.

Digital equity initiatives that expand broadband access and close the digital divide.

Climate resilience projects that prepare communities for flooding, extreme heat, and other climate-related risks.
By broadening the reach of the SIB, we can leverage public and private dollars to support the infrastructure PA families and businesses actually need in the 21st century. This approach would not only modernize our infrastructure but also create good paying jobs, reduce household costs, and strengthen our communities.
