I will be introducing legislation to ensure that Pennsylvanians always know when they are dealing with artificial intelligence in consumer services and decision-making.
 
AI is increasingly embedded in our daily lives.  These tools can improve efficiency, but without transparency, they risk misleading consumers and undermining trust.
 
My legislation, the AI Transparency in Services Act, will:
- Require disclosure when a consumer is interacting with an AI system, delivered in plain and accessible language.
- Guarantee a right to human interaction upon request, when reasonably available.
- Mandate transparency in high-impact decisions (such as hiring, housing, credit, or healthcare) and provide a right to human review.
- Authorize enforcement by the Attorney General, with civil penalties for non-compliance.
This is a common-sense, pro-consumer measure modeled on California’s bot disclosure law and consistent with provisions in the European Union’s new AI Act. It does not restrict innovation but ensures that Pennsylvanians are never deceived about whether they are speaking to a human or a machine.
