Our Commonwealth has been shaken again and again by horrific cases of child abuse.  These stories are seared into the conscience of our communities and demand a legislative response.
 
  • Recently, nine-year-old Renesmay Eutsey was found dead in the Youghiogheny River. Her guardian and the guardian’s partner now stand accused of homicide, abuse of a corpse and related charges. Renesmay weighed just 45 pounds and her body was discarded like trash.  Her siblings were also found malnourished and abused.
  • On September 3, 2025, troopers discovered that the parents of five children in Redstone Township were keeping the children locked in a room authorities described as a “dungeon.” Windows were boarded shut, walls smeared with filth, children denied food and beds, and cameras used to monitor their torment.  
  • And we cannot forget the case of little Star Lynn, who just a year ago was found confined in a cage in Fayette County left in inhumane conditions by the very people who were supposed to protect her.
 
These are not the acts of strangers. These are the acts of parents, guardians, and caregivers—the very people who had a sacred duty to protect these children. That betrayal of trust magnifies the trauma and demands that justice be stronger, swifter, and harsher.
 
The Legislation

My bill will make it an aggravating factor in child abuse cases when the abuser is a parent, guardian, or caregiver. This will empower courts and prosecutors to seek tougher penalties where the violation of trust is most severe.

 
Why It Matters
  • Child abuse is always a heinous crime. But when it comes at the hands of those responsible for a child’s care, the cruelty is compounded.
  • These children are not just victims of abuse—they are victims of betrayal.
  • Our laws must reflect the deep moral outrage felt by our communities and ensure that penalties match the gravity of these crimes.
 

Call to Action

We cannot erase the pain of Renesmay, of the five children locked away in Redstone, or of Star Lynn. But we can honor them by taking decisive action to protect future children.
