In 2011, only 35% of Americans owned a smartphone. Today, that number has skyrocketed to approximately 91% and smartphones have become a fundamental part of everyday life. As technology keeps changing, more Pennsylvanians want the convenient and secure option of going paperless by using electronic driver’s licenses and ID cards.
 
To accomplish this, my legislation will give Pennsylvanians the option of obtaining an electronic driver’s license and ID card (mobile product) in addition to their physical product. This is not simply a photo of a driver’s license or ID card displayed on a smartphone. These mobile products will be subject to strict security, privacy, and authentication requirements to prevent fraud and theft of a user’s data when being used while being compatible with third-party apps such as Apple Wallet, Google Wallet, and others. Additionally, my legislation will further increase security by requiring that a person must have REAL ID before they can be issued a mobile product, and that physical products must still be shown during traffic stops and when casting a vote as required under current law.
 
As of this writing, 18 states have enacted similar programs allowing for mobile products, including California, Louisiana, New York, and Ohio. It is time for Pennsylvania to follow suit and take the next step in adopting modern technology. Please join me in cosponsoring this important legislation.
