Every major leap in technology has raised the same question: who benefits?

Today, the rise of artificial intelligence and automation is creating enormous new potential profits in the private sector. However, ordinary workers face job loss, shrinking hours, and economic insecurity. Companies are poised to reap unprecedented windfalls, but the public is left holding the bag: unemployment checks, retraining programs, and community disinvestment are all paid for by taxpayers, not by the companies driving the disruption.

That is not a sustainable future.

The Automation Windfall Tax Act is a simple, fair answer: when a company eliminates jobs to replace them with AI or other automated systems, it pays a surcharge. That revenue will be directed to worker retraining, income assistance, and new benefit programs designed to ensure Pennsylvanians can survive and thrive in the economy ahead.

This legislation makes one thing clear: progress cannot come at the expense of working people. If corporations are going to harness technology to boost their bottom lines, then they must also contribute to the safety net that protects the rest of us.

Pennsylvania should lead the way in shaping a future where innovation and technology serves the public good. I invite you to join me in co-sponsoring this legislation to ensure that working families are not left behind in the age of automation.
