This bill amends the Insurance Company Law of 1921 to mandate that health insurance policies in Pennsylvania provide coverage for COVID-19 vaccines without any cost-sharing. The new section, designated as Section 635.11, specifies that both private health insurance policies and government programs must cover these vaccines at no out-of-pocket expense to the insured. The bill defines key terms such as "cost-sharing," "COVID-19," "COVID-19 vaccine," and "health insurance policy," ensuring clarity in the implementation of this coverage requirement.
Additionally, the bill stipulates that any health insurance policy currently in effect that provides coverage for COVID-19 vaccines without cost-sharing cannot eliminate or reduce this coverage or impose cost-sharing during the interim period between the effective date of the bill and its applicability date. The provisions will apply to new policies filed with the Federal Government or the Insurance Department after the effective date, and to policies issued or renewed 180 days after the effective date for those not requiring such filings. The act is set to take effect immediately upon passage.
