Cell phone use in schools has become a growing concern for many. Frequent access to cell phones during the school day can contribute to distractions, cyberbullying, and reduced engagement in the classroom. While some schools have policies to limit phone use, these rules vary widely across districts and can be inconsistently enforced. A clear, statewide standard is needed to ensure that learning environments remain focused and free from unnecessary interruptions.

My legislation would require public school entities to restrict student cell phone possession and use during the school day in school buildings. Students would be required to secure their phones in a way that prevents access until the end of the school day, with exceptions for certain emergency and medical needs approved by school authorities. Schools would also need to update their policies to comply with this requirement.

By reducing in-school access to cell phones, we can create a more focused, respectful, and academically productive learning environment for Pennsylvania students. It also promotes consistent enforcement of phone-free policies, reducing the burden on teachers and staff and ensuring that all students are held to the same standard statewide.

I invite you to join me in co-sponsoring this legislation to set clear, consistent rules on cell phone use in Pennsylvania’s public schools. By supporting this legislation, we can help create school environments that prioritize learning, limit distractions, and foster healthier interactions among students.
