This bill amends Titles 18 and 75 of the Pennsylvania Consolidated Statutes to enhance the legal framework surrounding human trafficking. It introduces new definitions related to human trafficking, including "Authorized entity," "Coordinator," "Governmental entity," and "Victim determination statement." The bill establishes a process for issuing victim determination statements, which can be provided by courts, governmental entities, or authorized entities to individuals identified as victims of human trafficking. These statements will document the period of victimization and any offenses related to the individual's status as a victim. Additionally, the bill designates a State Human Trafficking Resource Coordinator to assist in resource coordination and victim identification.

Furthermore, the bill provides a mechanism for victims of human trafficking to restore their operating privileges if they have had their driving rights suspended or revoked as a direct result of their victimization. Individuals with a victim determination statement can file a petition for relief from such suspensions or revocations. The Department of Transportation is tasked with reviewing these petitions and may restore driving privileges if it is determined that the individual does not pose a risk to traffic safety. This legislative effort aims to support victims of human trafficking by providing them with legal recognition and facilitating their reintegration into society.
