The bill amends Titles 51 and 62 of the Pennsylvania Consolidated Statutes to enhance support for veteran-owned small businesses and establish clearer definitions and goals for their participation in state contracts. It introduces an "aspirational target" for veteran business enterprise participation, set at a minimum of 5%, which will be reviewed every five years following a disparity study. New definitions such as "contract-specific goal" and "disparity study" are included to improve tracking and utilization of veteran business enterprises in state procurement. The Department of General Services is tasked with verifying certifications for veteran status, establishing contract-specific goals, and monitoring compliance, while also allowing bidders to request waivers for unmet goals and mandating annual reporting on veteran business utilization.

Additionally, the bill establishes a Small Diverse Business Program to assist small diverse businesses in engaging with Commonwealth procurement processes. It introduces definitions like "agency liaison" and removes the previous definition of "disadvantaged business." The program aims to set contract-specific goals, implement race-neutral and gender-neutral measures, and provide training and resources. The department is required to conduct a statewide disparity study every five years to assess small diverse business availability and utilization, which will inform aspirational targets. The chapter will expire on December 31, 2030, unless a disparity study indicates significant disparities in utilization. The bill also includes provisions for construction and design professional services, ensuring similar support for small diverse businesses in these sectors.
