The Disposal of Waste Tires, Trash and Debris Act establishes regulations for the disposal of waste tires and the enforcement of trash laws within municipalities in Pennsylvania. Municipalities are granted the authority to impose fines of up to $5,000 for short dumping and $500 per tire for improper disposal of waste tires. The act also mandates that businesses accepting used tires for disposal maintain records of the tires accepted and proof of proper disposal for a minimum of five years. Municipalities are allowed to review these records to ensure compliance. Fines collected from violations are to be used to promote recycling, expand waste tire disposal programs, remediate environmental impacts, and enforce compliance with the act. The act does not invalidate existing municipal ordinances and will take effect 120 days after its passage.
