I will soon be introducing legislation to increase transparency in credit card transactions by requiring clear disclosure of credit card surcharges.
Consumers are often surprised at the register or checkout screen by additional credit card fees. These surcharges are frequently undisclosed until the final step of a purchase, leaving consumers with little choice but to pay unexpected costs.
This legislation will:
- Require merchants to disclose any credit card surcharge to the customer prior to completing a transaction.
- Prohibit surcharges that exceed the actual cost to the merchant for processing the credit card payment.
- Provide enforcement authority to the Bureau of Consumer Protection in the Office of Attorney General.
- Direct any collected penalties to the General Fund.

This bill protects consumers from hidden fees and ensures businesses charge fairly and transparently. By setting clear rules around disclosure and cost, we’re promoting trust and fairness in everyday transactions.
