During a budget impasse, school districts are still required to make monthly tuition payments to cyber charter schools despite not receiving any state funding. In the current budget delay, that payment was due on July 5, 2025. Delays in state payments result in cash flow issues for school districts, which puts further strain on staff and local budgets. This often leads to increased reliance on local taxes or requires school districts to take on loans, forcing them to pay thousands of dollars in non-reimbursable interest payments.
 
To address this issue, I am introducing legislation that would allow school districts to delay sending monthly payments to cyber charter schools until the General Assembly passes a state budget. We all know that our school districts are concerned about how they will pay their expenses, and this measure will help to alleviate a concern that is truly beyond the school districts themselves.
