Countless residents of Pennsylvania enjoy the vastness of the internet through social media platforms. How might Pennsylvanians feel if they were aware that every post they made on these applications could be used to train artificial intelligence (AI) algorithms? Cherished family moments, charming pet montages, and sentimental messages for loved ones are all susceptible to the talons of AI training.
 
My legislation aims to provide every user of a platform the awareness that they are owed when they post any comment or media onto an application by requiring these platforms to confirm a user’s understanding that the media posted may be used for AI training purposes.
 
AI can be used to analyze posts and comments, generate images, train chatbots or virtual assistants, analyze trends, predict user behavior, recognize users’ voice and speech patterns, develop advertising, moderate content or for other purposes that would employ the use of content from users. Despite the value of AI models, users deserve to be fully aware of their contributions, and how such contributions may be used by the platform, before deciding if they want to proceed with using a certain platform.
