Congress recently enacted a new Federal tax credit for individual contributions to scholarship granting organizations, creating a significant opportunity for states to expand educational choice while capturing Federal tax advantages for their residents. The new law requires states to notify the U.S. Secretary of the Treasury of their willingness to participate in the program.
My legislation would require Pennsylvania's Secretary of the Department of Community and Economic Development (DCED) to immediately begin the process by sending formal notification to the U.S. Secretary of the Treasury indicating that Pennsylvania will join this Federal tax credit program for individual contributions to scholarship granting organizations.  The bill also requires DCED to include a comprehensive list of scholarship granting organizations located in Pennsylvania who meet the requirements specified under Federal law.
Participating in this Federal tax credit would enable more Pennsylvania families to access diverse educational options, including private schools, tutoring programs, and specialized educational services. This is particularly valuable for families in underperforming school districts or those seeking specialized programs for students with unique learning needs.
Early adoption will position Pennsylvania as a leader in educational innovation and ensure maximum benefit for Pennsylvania families and taxpayers.
