In the near future, I will be introducing legislation to promote the adoption of residential solar energy systems by offering meaningful tax incentives to Pennsylvania homeowners.
Several neighboring states—including New York, New Jersey, and Maryland—already provide strong tax credits, sales tax exemptions, and property tax protections for residential solar. Pennsylvania must take similar action to remain competitive and support clean energy investments.

The Residential Solar Energy Incentives Act would:
  • Provide a 15% personal income tax credit (up to $2,500) for the purchase and installation of residential solar systems.
  • Exempt solar equipment—including panels, inverters, batteries, and wiring—from sales and use tax.
  • Protect homeowners from property tax increases resulting from the installation of solar energy systems, if adopted locally.
  • Allow unused tax credits to be carried forward for up to three years.
These common-sense incentives will reduce upfront costs for homeowners, promote energy independence, and help Pennsylvania grow a clean energy economy.
