Currently, PennDOT requires local municipalities to pay the installation and maintenance costs of traffic control signals located on state-designated highways. In the near future, I will be reintroducing HB 2071 from the 2023-2024 Legislative Session to reverse this practice and to require PennDOT to cover the installation and maintenance costs of traffic lights on state roads.
If the state-designated highway intersects with a highway under the jurisdiction of a municipality, the cost to the department shall be proportional to the number of state-designated highways that intersect at the intersection where the traffic-control signals are located.
