This bill amends the act of April 9, 1929, known as The Fiscal Code, specifically focusing on the Agriculture Conservation Assistance Program. It introduces new definitions related to "best management practice" (BMP) by including the use of cover crops as a recognized practice for managing nutrients and sediment to protect water resources. Additionally, the bill defines "cover crop" and "cover crop project," emphasizing their role in controlling erosion, improving soil health, and supporting biodiversity.

Furthermore, the bill establishes a requirement that at least 15% of the funds allocated to each conservation district must be designated for cover crop projects. If the applications for cover crop projects do not meet this threshold, the remaining funds can be redirected to other BMPs. This legislative change aims to enhance agricultural practices that contribute to environmental sustainability and resource conservation. The act is set to take effect 60 days after its passage.
