The legislation establishes that debt collectors or debt buyers cannot initiate legal actions to collect consumer debts without providing specific documentation, including the name of the original creditor, an itemization of the amount owed, proof of ownership of the debt, and a copy of the original contract. Additionally, the act prohibits courts from entering default judgments in consumer debt cases unless the plaintiff submits an affidavit based on personal knowledge, all required documentation, and proof of proper service to the consumer.

Furthermore, the act mandates that each consumer debt lawsuit must include a "Notice of Consumer Rights," informing consumers of their rights to dispute the debt, request documentation, and seek legal assistance. It also stipulates that any legal action to collect a consumer debt must be initiated within three years of the last payment or charge made by the consumer. The act is set to take effect 90 days after its enactment.
