The bill amends Title 35 of the Pennsylvania Consolidated Statutes, specifically Section 7312(h), which pertains to the organization of emergency communications within the Commonwealth. It establishes that the agency responsible for emergency management will maintain an integrated communications capability to provide weather advisories, river forecasts, and emergency preparedness functions across all areas and counties. The agency is tasked with coordinating communication systems and information sharing among various entities, including the National Weather Service, local emergency management coordinators, and the Pennsylvania State Police, as well as incorporating offices of the legislative branch into this communication network.
Additionally, the bill mandates the establishment of a sole Statewide telephone number for reporting incidents related to radioactive and hazardous materials, as well as other disaster emergencies. It also introduces a dedicated Statewide telephone number for offices of the legislative branch to communicate directly with the agency during weather emergencies. These changes aim to enhance the efficiency and effectiveness of emergency communication and response efforts in Pennsylvania. The act is set to take effect in 60 days.
