This bill amends the Public School Code of 1949 to enhance the enrollment and notification process for cyber charter schools in Pennsylvania. It requires that within 10 days of a student's enrollment in a cyber charter school, the parent or guardian must notify the student's school district of residence using a specific notification form. Additionally, the bill mandates that the parent or guardian must submit proof of the student's residence to the school district by November 1 and March 1 of each school year. If a school district believes a student is not a resident, it must notify the cyber charter school and the department, which will then determine the student's proper district of residence. If it is found that the student is not a resident, the cyber charter school must return any funds received for that student during the period of non-residency.

Furthermore, the bill introduces a new provision that allows employees of cyber charter schools to report concerns about a student's residency without fear of retaliation. The cyber charter school is required to investigate any good faith reports of non-residency made by employees. The notification form developed by the department will now also require proof of residency, which can include various documents such as a lease agreement, bank statement, or utility bill, all dated within the last three months. This legislation aims to ensure proper enrollment practices and accountability in the funding of cyber charter schools.
