The proposed bill amends Title 35 of the Pennsylvania Consolidated Statutes by adding a new chapter, CHAPTER 58A, which focuses on alcohol and other drug addiction continuing education for licensed healthcare professionals. This chapter establishes a requirement for each licensing board to implement a continuing education program that must be completed by licensees applying for license renewal starting from November 1, 2025. The continuing education will consist of at least 10 hours of training covering topics such as early warning signs of addiction, the utilization of warm handoff procedures, and the appropriate use of support groups for affected individuals and their families.
Additionally, the bill outlines exemptions for certain licensees, such as those holding a temporary training license or retired individuals providing care only to immediate family members. It also allows licensing boards to waive the continuing education requirements for licensees who can demonstrate hardship due to serious illness or military service. Importantly, the bill clarifies that it does not alter any existing continuing education or renewal requirements currently enforced by licensing boards. The act is set to take effect immediately upon passage.
