The bill amends Title 35 of the Pennsylvania Consolidated Statutes by adding a new chapter, CHAPTER 58A, which focuses on alcohol and other drug addiction continuing education for licensed healthcare professionals. Starting from November 1, 2025, all licensing boards will be required to implement a continuing education program that mandates at least 10 hours of educational content related to alcohol and drug addiction for license renewal. This education will cover early warning signs of addiction, training on warm handoff procedures developed by county authorities, and the appropriate use of support groups for affected individuals and their families.

Additionally, the bill outlines exemptions for certain licensees, such as those holding a temporary training license or retired individuals providing care only to family members. It also allows licensing boards to waive the continuing education requirements for licensees who can demonstrate hardship due to serious illness or military service. The bill clarifies that these new requirements do not alter any existing continuing education or renewal requirements already enforced by licensing boards. The act is set to take effect immediately upon passage.
