It also modifies the Governor's duty regarding fugitives from justice, specifying that the Governor cannot extradite individuals charged with crimes involving reproductive health care services that would be lawful in Pennsylvania. The bill includes provisions for the presigned waiver of extradition, stating that individuals cannot be delivered to another state for offenses related to reproductive health care services without a Governor's warrant. The act is set to take effect in 60 days.
