This bill amends Title 42 of the Pennsylvania Consolidated Statutes to provide specific provisions regarding the service of legal documents and the authority of law enforcement in relation to reproductive health care services. It establishes that courts and prothonotaries in Pennsylvania cannot order service or issue subpoenas for matters involving the provision or delivery of reproductive health care services in tribunals outside the Commonwealth. The bill defines "reproductive health care services" to include medical, surgical, counseling, or referral services related to the human reproductive system, such as pregnancy and contraception, that are lawful in Pennsylvania.

Additionally, the bill outlines the limitations on the authority of peace officers from other states to arrest individuals in Pennsylvania for crimes related to reproductive health care services. It also restricts the Governor's authority to extradite individuals charged with such offenses, ensuring that those charged with crimes involving reproductive health care services that are lawful in Pennsylvania cannot be delivered to another state without a Governor's warrant. The act is set to take effect in 60 days.
