Furthermore, the bill outlines the Governor's duty concerning fugitives from justice, stating that the Governor cannot extradite individuals charged with crimes related to reproductive health care services that would be lawful in Pennsylvania. It also introduces a provision for the presigned waiver of extradition, allowing law enforcement to deliver individuals to another state without a Governor's warrant, except in cases involving reproductive health care services. The act is set to take effect in 60 days.
