This bill amends the Childhood Blood Lead Test Act to enhance lead testing requirements for children and pregnant women in Pennsylvania. It mandates that all children receive a blood lead test by the age of two, replacing the previous language that encouraged testing. Additionally, the bill introduces a new definition for "cost-sharing," clarifying the out-of-pocket expenses that insured individuals may incur for health care costs, and specifies that blood lead tests will not be subject to cost-sharing.
The bill also revises the lead testing requirements for health care providers, ensuring that children who have never been tested receive at least one blood lead test between the ages of 24 and 72 months. It establishes that if a capillary blood lead test indicates an elevated level, a confirmatory test must be conducted in accordance with CDC recommendations. Furthermore, the bill states that these testing requirements do not apply if a child's parent or legal guardian objects to the test. The amendments will take effect 60 days after the bill's passage.
