The bill amends Title 18 of the Pennsylvania Consolidated Statutes by introducing a new section, 3134, which criminalizes the possession, trafficking, or importing of child sex dolls. Under this new provision, individuals can be charged with various offenses: possessing a child sex doll, trafficking a child sex doll through manufacturing or distribution, and importing a child sex doll into the Commonwealth with the intent to sell or transfer it. The bill establishes a rebuttable presumption that possessing two or more child sex dolls indicates an intention to engage in trafficking.

Additionally, the bill specifies that these offenses are classified as felonies of the third degree. It also includes an exception for common carriers who transport containers with child sex dolls without knowledge of their contents. A definition of "child sex doll" is provided, describing it as an anatomically correct doll or robot resembling a child under 12 years of age, intended for sexual stimulation or gratification. The act is set to take effect 60 days after its passage.
