The Pennsylvania Home Preservation Act establishes the Pennsylvania Home Preservation Grant Program, which is designed to provide grants to local governments for the purpose of improving existing housing stock within the Commonwealth. The program aims to support local governments or combinations thereof that have experience in creating or implementing housing restoration or rehabilitation programs. Eligible applicants can use grant funds for various purposes, including addressing habitability concerns, improving energy or water efficiency, and making units accessible for individuals. The act specifies that expenditures may not exceed $50,000 per unit and allows for up to 10% of the grant award to be used for administrative expenses.

The Department of Community and Economic Development is tasked with overseeing the program, including the review and approval of grant applications. Priority will be given to applications that demonstrate secured non-State funding and coordination with existing home repair programs. The act also stipulates that counties must have encumbered 75% of their available funds from the Whole-Home Repairs Program to be eligible for funding under this new program. The act will take effect 30 days after its enactment.
