The bill amends the Public School Code of 1949 to establish the Barber Training Through Career and Technical Center Program as a permanent initiative, transitioning from its previous status as a pilot program. Key changes include the removal of the term "Pilot" from the program's title and the elimination of the expiration date for the program, which was previously set to end three years from the effective date of the section. Additionally, participating Career and Technical Centers (CTCs) and secondary schools are now required to report annually to the State Board of Barber Examiners, starting June 1 of each year.

The legislation ensures that all activities, orders, regulations, and agreements made under the pilot program will continue uninterrupted under the new program structure. This includes maintaining the validity of contracts and collective bargaining agreements established during the pilot phase. The act is set to take effect immediately upon passage.
