The bill amends Title 8 of the Pennsylvania Consolidated Statutes regarding the process for filling vacancies in elective borough offices. It introduces a new structure for the vacancy board, which must convene within 15 days if the borough council fails to fill a vacancy within 30 days. The council can also choose to convene the vacancy board within that initial 30-day period if they are unable to fill the vacancy and provide justification in a public meeting. The vacancy board will consist of the council members, excluding the mayor, and one registered elector appointed as chair. The chairperson is prohibited from voting for themselves to fill the vacancy.

Additionally, the bill modifies the process for petitioning the court of common pleas to fill vacancies. If the vacancy board does not fill the position within 15 days, the chair or remaining members can petition the court. The bill also clarifies that if a majority of council offices are vacant, the court will fill those vacancies upon a petition signed by at least 15 registered electors or remaining council members. The act will take effect 60 days after its passage.
