The bill amends the Pennsylvania Safe Drinking Water Act by introducing a new section that prohibits the addition of fluoride or any fluoride-containing substances to public water systems. Under this new provision, water suppliers in Pennsylvania are required to cease the addition of fluoride within 30 days of the bill's effective date. Additionally, local governments and political subdivisions are barred from enacting any ordinances or regulations that would allow or mandate the fluoridation of public water systems.
Furthermore, the bill mandates that any water supplier currently adding fluoride must submit a detailed report to the Department of Environmental Resources within 90 days of the effective date. This report must include the supplier's name and license number, the date fluoridation was stopped, the procedures used to discontinue fluoridation, and measures taken to ensure compliance. The Department is also required to make these reports publicly accessible on its website. Violations of this new section will be treated as violations under existing law, with each day of noncompliance considered a separate violation. The act is set to take effect in 60 days.
