The authority will streamline permitting processes through a Permit Navigator Program, which includes a digital platform for tracking applications and facilitating communication between applicants and Commonwealth agencies. The governing board of the authority will consist of members appointed by various legislative leaders, each possessing relevant experience in the target industries. The board will also be responsible for developing maximum allowable timelines for permit reviews and ensuring compliance with these timelines.

Additionally, the act establishes the Artificial Intelligence Permitting System Pilot Program within the Department of Environmental Protection, aimed at enhancing the efficiency of permit application reviews through artificial intelligence. The Keystone Artificial Intelligence Development Fund is created to support the authority's initiatives, with funds appropriated on a continuing basis. The act also provides sovereign immunity to board members and the authority's officials, protecting them from personal liability related to the authority's obligations. The act will take effect 60 days after its passage.
