It specifies that if the vacancy board fails to fill a position within 15 days or if the chairperson's position is vacant, the remaining members can provide justification for disbanding and petition the court. The bill also clarifies that if more than a majority of council offices are vacant, the court will fill those vacancies upon a petition signed by at least 15 registered electors or remaining council members. The act will take effect 60 days after its passage.
