This bill amends Title 75 of the Pennsylvania Consolidated Statutes, specifically addressing the suspension of vehicle registration due to unpaid parking violations. It removes the previous stipulation that a suspension occurs only after a sixth unpaid parking violation in cities of the first class. Instead, the bill allows for suspension if the vehicle owner fails to respond to or pay six or more tickets issued by a parking authority or a parking enforcement office, or if they accumulate more than $500 in fines or civil penalties for parking violations. The bill also introduces a requirement for parking enforcement offices to enter into an agreement with the department before seeking a suspension.

Additionally, the bill makes editorial changes and clarifies the definitions of "parking authority" and "parking enforcement office." It establishes a process for notifying vehicle owners of impending suspensions and outlines the conditions under which a suspension can be lifted, including the payment of all fines and penalties. The reinstatement fee for operating privileges or vehicle registration is set at $70, or $88 if applicable under certain conditions. The amendments will take effect 24 months after the bill's passage.
