This bill amends the Public School Code of 1949 to introduce flexibility in the certification process for career and technical administrative directors. It establishes a new section, Section 1221, which outlines the requirements for educators seeking to be employed as directors of career and technical education. Specifically, it states that an educator with a superintendent's letter of eligibility can qualify for this position if they have at least three years of relevant professional experience in a career and technical education setting and have completed an approved graduate study program or alternative certification program.

Additionally, the bill prohibits the Department of Education from imposing requirements based on the duration or percentage of assignments related to supervising career and technical education programs. It also allows for employment under a Pennsylvania career and technical emergency permit to count towards the professional experience requirement. Any existing regulations that conflict with this new act will be abrogated, and the act is set to take effect in 60 days.
