The bill amends the Public School Code of 1949 to introduce flexibility in the certification process for career and technical administrative directors. It establishes a new section, Section 1221, which outlines the requirements for educators seeking to be employed in this role. Specifically, an educator must possess a superintendent's letter of eligibility and have at least three years of relevant professional experience in career and technical education or related administrative roles. Additionally, the educator must complete a graduate study program or an approved alternative program that equips them to manage educational activities in a school district or career and technical school.
Furthermore, the bill stipulates that the Department of Education cannot impose restrictions based on the duration or percentage of time spent supervising career and technical education programs. It also allows for employment under a Pennsylvania career and technical emergency permit to count towards the required professional experience. Any existing regulations that conflict with this new act will be abrogated. The act is set to take effect 60 days after its passage.
