This bill amends various titles of the Pennsylvania Consolidated Statutes to introduce excise fees for transportation network companies (TNCs) operating within and outside cities of the first class. Specifically, it establishes a fee of 4.6% on gross receipts from fares for prearranged rides originating in a city of the first class, which must be remitted quarterly to the Public Transportation Trust Fund. For TNCs operating outside such cities, the fee is set at 6% of gross receipts, also to be remitted quarterly to the same fund.

Additionally, the bill modifies Title 74 by specifying that revenues from these excise fees will be deposited into the Public Transportation Trust Fund and outlines how these funds will be allocated for program funding.
