Additionally, the bill clarifies that the term "line" or "facility" encompasses unconventional oil and gas well production and gathering lines or facilities, while explicitly excluding stripper well lines unless they meet specific regulatory criteria.

The bill also removes the previous inclusion of unexposed storm drainage and traffic loops that are not clearly visible from the definition. These changes aim to enhance the protection of public health and safety by ensuring that excavation or demolition work does not damage underground lines used for various essential services. The act is set to take effect 60 days after its passage.
