This bill amends the Public School Code of 1949 to update the definition of "eligible provider" for early learning programs. The amendment adds a new category of eligible providers, specifically an "intermediate unit," which is included alongside existing entities such as school districts, Head Start programs, and licensed nursery schools. The bill maintains the existing criteria that these providers must comply with all quality program standards established by the Department of Education.
The changes also clarify the eligibility of child day care centers and group day care homes based on their compliance with the Keystone STARS quality rating system, specifying different standards for those before and after July 1, 2009. The bill ensures that any approved provider that has applied for a STAR 3 rating but has not yet received a decision will remain eligible for the program until their application is resolved. The act is set to take effect 60 days after its passage.
