The changes also clarify the eligibility of child day care centers and group day care homes based on their compliance with the Keystone STARS quality rating system, specifying different standards for those before and after July 1, 2009. The bill ensures that any approved provider that has applied for a STAR 3 rating but has not yet received a decision will remain eligible for the program until their application is resolved. The act is set to take effect 60 days after its passage.
