Additionally, the bill requires transporter-for-hire license holders to develop a delivery training program approved by the board, covering topics such as identifying visibly intoxicated persons and acceptable forms of identification. Transporters must carry documentation during alcohol transport that includes the license holder's and recipient's information. The legislation designates transporter-for-hire license holders as "licensees" under existing law, subjecting them to penalties for violations. It also provides liability protections for selling licensees and permittees against sales to minors or intoxicated persons if the order was processed by a transporter-for-hire without their knowledge of the violation. The act will take effect 60 days after passage.
