This bill amends the existing law regarding pilotage rates and charges for services related to the Port of Philadelphia. It introduces new rates for pilotage fees, effective from January 1, 2026, through January 1, 2028, with incremental increases from $17.78 to $18.86 per unit. Additionally, the maximum unit charge is adjusted to 1,600 units for the same period. The bill also updates various service charges, including increasing the ship communication charge from $275 to $300, and raising transport charges for vessels transiting the Delaware River and Chesapeake and Delaware Canal.

Furthermore, the bill modifies the cancellation charge for sailing orders, changing it from a fixed amount to a minimum pilotage fee. Other service charges, such as those for transporting vessels and extra services, have also been increased. The changes aim to ensure that pilotage fees and related charges reflect current economic conditions and operational costs. The act is set to take effect 60 days after its passage.
