The Community Diaper and Incontinence Products Act establishes a grant program aimed at improving access to clean diapers and incontinence products for infants, children, and incontinent adults in Pennsylvania. The program, administered by the Department of Human Services, will provide grants to eligible nonprofit organizations, such as diaper banks and pantries, to enhance their capacity to collect and distribute these essential hygiene products. Organizations must apply annually and meet specific criteria, including being located within the Commonwealth and not requiring participation in religious or financial activities to receive assistance. The grants will range from $2,500 to $25,000, with at least 80% of the fund allocated for direct grants and up to 20% for administrative costs.
Additionally, the act mandates the Department of Aging to establish a program that provides incontinence supplies to individuals aged 65 and older, ensuring that this vulnerable population has access to necessary hygiene products. The act emphasizes the importance of addressing the health risks associated with inadequate access to clean diapers and incontinence supplies, particularly for low-income families and older adults. The program will also include outreach efforts to inform community organizations about available resources and evaluate the effectiveness of the funding in improving access to these essential products. The act will take effect 90 days after its passage.
