This bill amends the Public School Code of 1949 to update the requirements for assessing civic knowledge in high schools. Starting with the 2026-2027 school year, each school entity is mandated to administer the United States Citizenship and Immigration Services Test to students in grades seven through twelve. A significant change is that students must achieve a score of at least sixty percent (60%) on this test to graduate high school, and they are allowed to retake the test as many times as necessary to meet this requirement. Additionally, students who achieve a perfect score will receive a certificate of recognition developed by the department.

The bill also outlines the responsibilities of the department, which include conducting an electronic survey every two years to gather compliance information from school entities regarding the administration of the test. The survey will collect data on the number of students who took the test, the number who passed, and the grade levels in which the test was administered. Furthermore, students with individualized education programs (IEPs) are exempt from taking the test if their IEP specifies otherwise. The act is set to take effect immediately upon passage.
