This bill amends the Public School Code of 1949 to update the requirements for assessing civic knowledge in high schools. Starting with the 2026-2027 school year, each school entity is mandated to administer the United States Citizenship and Immigration Services Test to students in grades seven through twelve. A significant change is that students must achieve a score of at least sixty percent (60%) on this test to graduate high school, and they are allowed to retake the test as many times as necessary to meet this requirement. Additionally, students who achieve a perfect score will receive a certificate of recognition developed by the department.

The bill also requires the department to conduct an electronic survey of each school entity at the end of the 2026-2027 school year and every second year thereafter to gather compliance information regarding the assessment. The survey will collect data on the number of students who took the test, those who passed, and the grade levels in which the test was administered. Furthermore, students with individualized education programs are exempt from taking the test if their program specifies otherwise. The act is set to take effect immediately upon passage.
