The bill amends Section 3571(b)(2)(ii) of Title 42 of the Pennsylvania Consolidated Statutes, which pertains to the distribution of revenue from fines related to vehicle offenses. The amendment specifies that only municipalities providing at least 40 hours per week of local police services through their own police department, participation in a regional police department, or contracts with other municipal or regional police for police services are eligible to receive revenue. This replaces the previous requirement that allowed municipalities with a population of not more than 3,000 to qualify for such revenue.

Additionally, the bill changes the allocation of revenue that is not paid to municipalities. Instead of being directed to the State Police for cadet classes, these funds will now be transferred to the Pennsylvania Commission on Crime and Delinquency. This commission will distribute the funds to public or private grant programs that support the regionalization and accreditation of police departments within the Commonwealth. The act is set to take effect in 60 days.
