Every Pennsylvanian deserves the freedom to earn an honest living without unnecessary government barriers.  However, current occupational licensing requirements impose substantial hurdles for aspiring entrepreneurs, particularly in the beauty industry. In the near future, I will reintroduce legislation I previously carried in the House to reform these regulations, paving the way for job creation and empowering small business owners across the Commonwealth.
Pennsylvania’s beauty industry holds immense potential for economic growth, yet overregulation stifles opportunity. Many talented professionals are forced to complete costly and time-intensive cosmetology programs—often incurring significant debt—despite already possessing the skills and client bases needed to succeed.
This legislation will exempt niche beauty professionals with limited scopes of practice, such as shampooers, braiders, makeup artists, blow-dry stylists, threaders, and eyelash extension professionals, from burdensome licensing requirements. By eliminating these mandates, we will enable skilled entrepreneurs to enter the workforce, grow their businesses, contribute to the economy, and meet consumer demand openly rather than in underground markets.
This proven reform will unleash the full potential of Pennsylvania’s beauty industry, benefiting professionals and consumers alike while promoting a more vibrant and accessible marketplace.
