The proposed bill amends Title 35 of the Pennsylvania Consolidated Statutes to introduce two new subchapters focused on drug screening and fatherhood engagement in maternal health. The first subchapter, "Drug Screening and Awareness Education," clarifies that the urine drug screening requirements do not apply if a health care practitioner determines that a positive test result for fentanyl is due to a legally prescribed treatment, and this exception must be noted in the patient's medical record. The second subchapter, "Fatherhood Engagement in Maternal Health," emphasizes the importance of father involvement during pregnancy and childbirth, outlining the benefits for maternal and infant health, including improved prenatal care and reduced risks of postpartum complications.

Additionally, the bill mandates the Department of Health to conduct a public awareness campaign to promote fatherhood engagement in maternal health and to provide guidance to maternal care providers on how to encourage this involvement. The campaign will include information on the father's role in pregnancy and parenting, while the guidance materials will address how health care practitioners can support fathers and screen them for depression. Finally, the Joint State Government Commission is tasked with studying the implementation of these provisions and reporting on their findings within six years. The act is set to take effect 60 days after its passage.
