In the near future, I plan to introduce legislation to streamline the use of Automated License Plate Readers (ALPRs) mounted on state-owned infrastructure across the Commonwealth for law enforcement purposes.
 
ALPRs are among the most effective tools available to law enforcement today. These systems capture computer-readable images of license plates and vehicles, allowing police officers to compare plate numbers against databases of stolen vehicles, wanted individuals, and other serious crimes.
 
Despite the proven benefits of ALPR technology, PennDOT rules have restricted its deployment. Currently, ALPRs can only be installed on non-PennDOT structures. This restriction limits the ability of local law enforcement to make public safety decisions that best serve their communities. PennDOT’s refusal to permit the installation of ALPR systems in the rights-of-way of state-owned roads has left parts of our Commonwealth vulnerable to criminal activity, depriving law enforcement of crucial tools for crime prevention and investigation.
 
My proposed legislation will establish a process for deploying ALPR technology on state-designated infrastructure to combat crime on our highways and provide law enforcement with additional tools to keep communities safe.
