We plan to reintroduce legislation that creates a scholarship program for students in our lowest performing schools. This will be the amended version of Senate Bill 795 from the 2023-24 session.
 
Under this bill, the Pennsylvania Award for Student Success scholarship program (PASS) will make scholarships available to families living in the Commonwealth’s lowest-achieving school districts.
 
Consistent with Governor Shapiro’s previous expressions of support for this type of program, this legislation will give more children attending low-performing school districts the opportunity to attend a school that better meets their needs. 
 
Under this legislation, parents with children in grades K-12 who reside within the attendance area of a district school in the bottom 15% of performance metrics based on state testing would be eligible to receive a scholarship. PASS scholarships can only be used for education expenses associated with the new education instruction.
