We intend to introduce legislation to reform how Pennsylvania addresses Food Processing Residuals (FPRs).
FPRs can include, but are not limited to, raw meat scraps, beaks, blood, feathers, hides, vegetable peelings, chemicals and liquids used in food production, and other animal or organic byproducts.
FPRs are currently an allowed and often effective fertilizer used by many farmers. When used appropriately in normal farming practices, FPRs aid crop growth and provide a practical means for waste disposal.
Unfortunately, when used improperly, excessively, or outside of normal farming practices, FPRs can be harmful to human health and the environment.
 
Our legislation would create a framework by which legal and safe FPR application continues, but improper and excessive application would no longer be permissible. This framework will include guidance on safe testing, storage, transportation, application and handling.
 
Other states have banned the improper use of FPRs. Without action, Pennsylvania will continue to be a dumping ground for out-of-state waste.
