I plan to introduce legislation to designate a road in Clearfield County as the IC3 James S. Dunlap Memorial Highway.

Petty Office Dunlap was born on January 22, 1967 in Philipsburg Pennsylvania. He enlisted in the United States Navy gaining the rank of Petty Officer Third Class as an Interior Communications Electrician (IC3) aboard the USS Stark FFG-31. On May 17, 1987 Petty Officer Third Class Dunlap was killed in action aboard the USS Stark in the Persian Gulf.
