The bill amends the Religious Freedom Protection Act of December 9, 2002, by adding a new definition for "charitable use," which encompasses various activities aimed at advancing charitable purposes, including the relief of poverty, education, the advancement of religion, and the prevention and treatment of disease or injury. This addition clarifies the scope of what constitutes charitable use in relation to the free exercise of religion.

Furthermore, the bill introduces a new section that limits land use regulations imposed by municipalities concerning charitable uses related to a person's free exercise of religion. It prohibits municipalities from implementing such regulations unless they are necessary to protect a compelling governmental interest in community health, safety, or welfare, and cannot be achieved through less restrictive means. Additionally, individuals may assert violations of this section as a defense in legal proceedings, providing them with a means to challenge any regulatory actions that may infringe upon their religious practices. The act is set to take effect in 60 days.
