This bill amends the Pennsylvania Liquor Code to introduce new regulations regarding the enforcement of liquor laws, specifically concerning individuals under the age of twenty-one. It allows individuals who are at least eighteen years old and are officers, employees, or interns of the enforcement bureau to purchase, possess, or transport liquor or malt beverages, provided they have completed the necessary training and are acting under the supervision of an adult enforcement officer. However, these individuals are prohibited from consuming any liquor or malt beverages.
Additionally, the bill mandates that the Pennsylvania State Police establish regulations for conducting compliance checks to ensure adherence to liquor laws. These checks must include Pennsylvania Liquor Stores and require that individuals involved undergo approved training. The bill also stipulates that licensed sellers found compliant during these checks will be notified in writing, while those found noncompliant will receive immediate verbal notification and a written notice within ten working days. The provisions of this new subsection will expire five years after its effective date, and the Pennsylvania State Police are required to report annually on the compliance checks conducted.
